1. Is there an XML Parser available for Windows CE?
Yes, there are at least two XML Parsers available for CE.

The first is the "built-in" MSXML Parsing engine used
by PIE, among others. However, the interface to this
parser is poorly documented and poorly understood. (See
some of the other questions in this area for more information
on this...)

The second is expat, a free open-source parser written
in C. Expat works quite well, and I've personally used it
in a number of projects. (You can find expat at the link
below.)
